The public works service is responsable for general maintenance of all municipal property, i.e. roads, water and sewer systems, parks and public areas, municipal buildings, vehicles; snow removal, street lighting and installation and maintenance of road signs.

Public works service employees also assist other municipal services in the practical organization of public or community events.

Snow removal:
The Department of Public Works of the Town of Sutton carries out 80% to 100% of all snow removal in our territory.

Household garbage:
The Department of Public Works is responsible for garbage pick-up scheduled on Mondays, Tuesdays, Wednesdays and Thursdays depending upon your sector. Therefore, your garbage must be at the street before 7 a.m., preferably in sealed containers. If your pick-up day falls on a holiday, the garbage will be picked up the same day. (Except Christmas and New Year)

Large unwanted articles (with the exception of construction materials, auto parts and framework) can be put out with the regular garbage and will be picked upon the following Friday. All branches must be cut in three foot sections.

In January 2005, the Town of Sutton has taken over the commercial garbage pick-up Details and prices are available at the office of the Town Hall at: 450 538-2290.

Urban Planning and Construction
Town planning aimes at the efficient organization of the territory with regard to the constant evolution of the population’s activities, needs and values, and at harmonious, consistent, rational and efficient land use.

Thus, the municipality assumes its responsibility in town planning in order to create a high-quality environment, offer appropriate equipment and community services, consolidate and develop economic activities, protect and develop the natural environment, as well as maintain a sound financial management.

Therefore, it falls to the Town Council to outline the municipality of tomorrow and to translate this vision of the future into a body of explicit policies defining each of the elements of the physical organization of the territory, as there are:

Localization and distribution of different land uses according to their compatibility (ex: definition of residential, commercial, rural, recreational, industrial etc. zones, definition of zones presenting environmental limitations and sources of man-made limitations);

Determination of necessary infrastructures and public and community equipment (ex: water and sewer systems, infrastructures and equipment for public transportation, recreational equipment, cycling circuits);

The quality of both developped and natural areas (ex. implementation of constructural architecture, protection of green spaces, control of public areas, etc.).

In conclusion, town planning amounts to a definition, by the Town Council, of what would be beneficial in terms of physical organization of the territory, and to the necessary acts to achieve the fulfillment of this vision of our future..

The advisory planning committee


The advisory planning committee formulates recommendations to the Town Council of Sutton on all matters related to planning policies, on the Council’s request.
This advisory committee consists of 9 members: 7 citizens and 2 Town councillors. The mayor is present at meetings, but has no vote. The same applies to the person in charge of the planning service and the secretary-treasurer who may assist meetings as consultants.

The Council may grant this committee the right to conduct studies and formulate recommendations on matters of urban planning, zoning, subdivision or building. Studies and recommendations of the committee may thus apply to the contents of the planning program or the urban planning by-laws to be adopted or modified. They may also apply to a multitude of subjects related to town planning, such as the opening of roads, extension of the water or sewer systems, putting up of community installations, municipal opinions on matters of agricultural zoning, etc.

It should be noted that, in regard to the application of zoning, subdivision and building by-laws, the advisory planning committee has no authority to issue permits and certificates. Likewise, the law provides for the Town Council, and not the advisory planning committee, to conduct official procedures of public consultation on matters of the planning program and by-laws.

The advisory planning committee has no decision-making authority. This role falls to the Town Council.
